Marye Phillips

Adjunct Professor of Law

Marye Phillips is a former federal regulator with the Centers for Medicare & Medicaid Services, where she supported the regulation development and implementation of the Medicare Prescription Drug Benefit Program, including compliance and audit guides. Today, she is a health insurance compliance consultant supporting the federal government with oversight of the Marketplaces and implementation of the Affordable Care Act. She has developed audit materials and conducted compliance audits of insurers participating in Medicare Part C, Part D, and PACE programs, as well as web brokers participating in the Marketplaces. Previously, she provided audit preparation consultation and guidance to health insurers concerning various markets and government programs.

Phillips’s focus areas and expertise include health insurance oversight, auditing, compliance, legislative, regulatory, and policy analysis. Phillips earned a JD with a Health Law Certificate from the University of Pittsburgh School of Law and a BS in Journalism from the Honors Tutorial College at Ohio University.
